Task Order Manager - USAID/OTI SWIFT 5 IDIQ

The Kaizen Company is responding to the release of a Request for Proposals from USAID’s Office of Transition Initiatives (OTI) with the means to support U.S. foreign policy objectives by catalyzing local initiatives to advance stability, peace and democracy in response to complex political crises. The objective of this Support Which Implements Fast Transition (SWIFT) 5 Indefinite Delivery Indefinite Quantity (IDIQ) is to a) establish, staff, manage, operate, and support a flexible, quick response mechanism capable of administering and implementing targeted activities under OTI Country or Regional Programs; and, b) provide support to program-funded USAID personnel.

Kaizen is seeking illustrative Task Order Manager(s) The home office-based Task Order Manager serves as the Contractor’s designated person for overall and day-to-day management of contract performance of the Task Order and coordination and communications with the OTI TOCOR. The Task Order Manager is responsible for managing the overall operations on the Task Order, which may include: communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, reporting and property. The Task Order Manager will ensure that activities implemented under the Task Order are managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the SOW. 

The candidates selected for this illustrative position will be included on an elite roster of individuals. Qualifications:  

  • [Minimum of one (1) total year of overseas field experience in a developing country, preferably with experience working in or supporting programs in fragile or transitional environments.
  • A minimum of three (3) years of experience working on donor-funded or government- funded projects in a related role, including demonstrated experience with a Contractor managing a program from the home office and in managing multiple projects/activities competing for shared resources.
  • The candidate should be fluent in the Contractor’s and USAID’s policies and procedures in regard to human resources, financial management, financial reporting, procurement processes, and systems.
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out.
  • Experience working in countries undergoing transition and/or security challenged environments highly desired, but not required.
  • Fluency or demonstrated working proficiency in at least one other foreign language highly desired, but not required.
  • (If CCN) Complete fluency in written and oral English is required.

Responsibilities:

  • Serving as the Contractor’s designated person for overall and day-to-day management of the relationship with OTI.
  • All operations including but not limited to communications, administration, logistics, procurement, staffing, budgeting, financial, and property.
  • Ensuring that activities under this Task Order are managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the SOW.
  • Maintaining frequent and open communication with OTI on all aspects of the Task Order.
  • Rapid recruitment and hiring of Contractor staff and short-term technical assistance as required for new activities.
  • Navigating the Contractor’s policies, procedures, and systems to ensure responsive and efficient management of all aspects of activities under the Task Order.
