Chief of Party - USAID/OTI SWIFT 5 IDIQ

The Kaizen Company is responding to the release of a Request for Proposals from USAID’s Office of Transition Initiatives (OTI) with the means to support U.S. foreign policy objectives by catalyzing local initiatives to advance stability, peace and democracy in response to complex political crises. The objective of this Support Which Implements Fast Transition (SWIFT) 5 Indefinite Delivery Indefinite Quantity (IDIQ) is to a) establish, staff, manage, operate, and support a flexible, quick response mechanism capable of administering and implementing targeted activities under OTI Country or Regional Programs; and, b) provide support to program-funded USAID personnel.

Kaizen is seeking illustrative Chiefs of Party (COPs) with significant experience working in complex environments to provide overall management of the in-country relationship with OTI. Under each potential Task Order, the COP will be responsible for financial and program management, oversight, and reporting of Kaizen’s progress and quality of performance in meeting activity outcomes. Under the guidance and overall technical direction of OTI, the COP will provide oversight of activities, including supervision of the program field staff, ensuring appropriate activity design, implementation, management, monitoring and evaluation, and compliance with USAID rules and regulations.

The candidates selected for this illustrative position will be included on an elite roster of individuals. Please note that this is not a guarantee of hire, however, those included will be among the first of whom we would reach out to for assignments under this contract.  

The ideal candidate(s) will:

  • Have 3-5 years’ experience working with OTI in some capacity.
  • Be willing to have close, daily collaboration with OTI’s in-country staff.
  • Take programmatic and strategic direction from OTI staff.
  • Have strong management and leadership skills, including the ability to mentor staff.
  • Be a “hands on” manager who is actively engaged in all aspects of program management.
  • Understand OTI’s need for direct program communication with all program staff.
  • Have demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming ideally.
  • Be flexible.


  • Relevant work experience, including experience with a Contractor or international NGO managing an office or program.
  • A minimum of six (6) years of experience working in complex, high-speed and challenging field operations in developing countries. At least one (1) year of this experience shall include managing these field operations.
  • A minimum of two (2) years of supervisory experience.
  • Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity.
  • Experience with grant management, preferably in-kind and small grants.
  • Experience working in a fragile or transitional state environment is highly desired, but not required.
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out is highly desired, but not required.
  • Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs. 
  • Financial management experience, including budgeting; financial management (tracking,
  • reporting and accounting); and procurement.
  • Experience with activity design, development, and implementation.
  • Knowledge of programming in at least one OTI country highly desired, but not required.
  • Experience working in countries undergoing transition and/or security challenged
  • environments highly desired, but not required.
  • Fluency or demonstrated working proficiency in at least one other foreign language highly desired, but not required.


  • Make key decisions and solving problems in short time frames while ensuring operational and program integrity. 
  • Management, oversight, and reporting of Contractor progress and quality of performance in meeting activity outcomes. 
  • Financial and program management, oversight, and reporting of Kaizen’s progress and quality of performance in meeting activity outcomes.
  • Serve as Kaizen’s designated person for overall management of the in-country relationship with OTI.  
  • In close consultation with OTI, provide oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design and that procedures are established and complied with for all aspects of the grant making process.
  • Under the guidance of OTI, contribute to the design and implementation of the M&E system at the activity and program levels to ensure that all programming is properly monitored and evaluated. 
  • Develop a familiarity with, and maintain daily usage of, the OTI Activity Database to ensure that the relevant staff use, maintain, and upload weekly consistent and complete data.
