Scope and Objectives

Kaizen is currently seeking a Chief of Party (COP) to support an upcoming development project with USAID/Kenya and East Africa to strengthen human and institutional capacity development (HICD) for regional intergovernmental organizations (RIGOs). This project will enable the RIGOs to fulfill their mandates, to provide leadership to the development agenda in the region, and to ensure the long-term sustainability of development programming. The COP will be responsible for the overall management and supervision of the contract, including the implementation of approved technical assistance initiatives, fiscal integrity, quality and timing of deliverables and coordination with USAID and project stakeholders. The COP will be responsible for the quality, cost, and timeliness of the work performed under the contract. S/he will engage with various stakeholders, including the USAID personnel and government representatives to solicit feedback on the services provided.

Preferred Qualifications

  • A Master’s Degree or higher in degree in economics, development studies, public administration, business management, or related field preferred. 
  • Minimum of 10 years of experience working at a senior level in the development sector on complex donor-funded projects, especially in East Africa. USAID experience is strongly preferred.
  • HICD experience; CPT or HPI certification are strongly preferred
  • Professional-level fluency in written and spoken English
  • Experience with USAID Organizational Performance Index measurement tool (OPI) or its equivalent preferred
  • Strong facilitation, communication, presentation, and training skills
  • Strong teamwork and effective cross-cultural interpersonal skills 
  • Demonstrated professional excellence, excellent writing ability, and ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.


  • Serve as Kaizen’s primary liaison on behalf of Kaizen to USAID/Kenya and East Africa to ensure deliverables, milestones, technical support, and program management fulfill client expectations and meet USAID requirements
  • Provide strategic guidance and oversight to program staff to align activities with program objectives
  • Provide technical support and expertise on HICD
  • Manage all local staff and stakeholder engagement with RIGOs, local partners, and subcontractors 
  • Provide quality control of all assessment activities of Kaizen and its partners
  • Maintain alignment of activities with USAID goals
