Consultant-Trainer on Mechanisms for Addressing and Responding to GBV (Listening, Information, and Orientation Units (CEIO) of the National Union of Djiboutian Women in Arta and Tadjourah) 

I. Introduction 

The Civil Society Engagement Support Project for Local Development Processes, funded by USAID and implemented by Kaizen Company, aligns with the Djiboutian government’s strategy under the Djibouti Vision 2035 framework. 

The project's objective is to strengthen citizen participation in local development processes to improve service delivery for citizens. It aligns with the priorities of the USAID Mission’s Integrated Country Strategy (ICS), focusing on enhancing education, electricity, justice, and healthcare services by fostering collaboration between citizens, civil society, and the government and advocating for reforms in coordination with relevant ministries and other development partners. 

The project also supports social inclusion, citizen participation, and institutional reform for better governance, which are priorities for the Government of Djibouti (GoDj) as outlined in Djibouti’s National Development Plan (PND) 2020–2024. 

This four-year project primarily aims to provide technical assistance to strengthen the organizational and operational capacities of key local development actors, particularly local authorities in inland regions and civil society organizations (CSOs). 

Key objectives include: 

  1. Supporting dialogue and collaboration between local authorities and CSOs. 

  1. Strengthening the structural and organizational capacities of CSOs and improving collaboration mechanisms between civil society and regional councils. 

  1. Promoting actions against GBV/Female Genital Mutilation (FGM). 

II. General Objective of the Consultancy 

This project aims to recruit two national consultant-trainers specializing in addressing GBV to train and support UNFD focal points in Tadjourah and Arta. The consultants will be based full-time for six months in the Listening, Information, and Orientation Units (CEIO) of the National Union of Djiboutian Women in Arta and Tadjourah. 

The primary objective is to develop specific and effective skills for managing GBV cases, ensuring an adequate and timely response to survivors' needs. 

The consultants will play a crucial role in improving the quality of services offered. They will establish an effective working framework, deliver tailored training, and ensure regular follow-up on progress made. This approach will contribute to a holistic and rights-based approach to addressing GBV cases. 

Additionally, the consultants will mentor the focal points, guiding them in applying acquired knowledge and managing cases daily. This ongoing interaction will consolidate skills and ensure the practical application of the knowledge gained. 

Finally, the project’s impact extends beyond training and support. It also aims to establish a sustainable mechanism for addressing GBV in these regions, involving the development of region-specific strategies, adaptation to local contexts, and the creation of effective support networks for survivors. 

III. Duration and Location 

The consultancy will last six months (6 months). This timeframe will allow the consultants to fully immerse themselves in regional dynamics and implement appropriate training and support programs. 

One consultant will be assigned to Arta, and the other to Tadjourah. They will work closely with UNFD focal points in these regions, ensuring regular presence and active engagement on the ground. 

The geographical location of the consultants is essential for understanding the cultural and social specifics of each region. This understanding is crucial for tailoring training and interventions to local realities. 

The consultants will also coordinate with UNFD local offices and other key regional actors. This will involve regular field visits, coordination meetings, and sharing relevant information with local teams. 

To ensure the project’s effectiveness, the consultants must maintain regular and open communication with Kaizen Company and UNFD. This includes submitting periodic reports, participating in evaluation meetings, and providing recommendations for continuous program improvement. 

IV. Responsibilities and Tasks of the Consultants 

The primary task of the consultants will be to conduct an initial assessment of the needs and current capacities of focal points in each region. This assessment will serve as the foundation for designing the training programs. 

The training should be interactive and practical, emphasizing case studies, simulations, and group discussions. The objective is to ensure that focal points acquire not only theoretical knowledge but also practical skills. 

The consultants will also be responsible for providing continuous mentorship to the focal points. This mentorship will include regular follow-up sessions, case reviews, and guidance on improving practices. 

A critical aspect of their work will be to develop and strengthen collaboration networks between the focal points and other local actors (NGOs, government institutions, health services, etc.). These partnerships are essential for providing integrated and effective support to GBV survivors. 

Finally, the consultants must identify and propose solutions to challenges encountered, both in the training process and in the implementation of action plans. This requires adaptability and innovation to overcome obstacles and continuously improve the program. 

V. Profile of the Consultants 

The consultants must possess: 

  • A university degree in fields such as social sciences, gender studies, health, etc. 

  • Experience in the field of GBV, preferably with a specialization in training and mentoring in Djibouti. 

  • Excellent knowledge of local and cultural issues related to GBV in the targeted regions. 

  • Strong communication skills, writing proficiency, mentoring abilities, and the capacity to adapt to diverse working environments. 

VI. Deliverables 

The main deliverables expected from the consultants are: 

  • Needs Assessment and Training Plan Development: Each consultant must submit a detailed assessment of the training needs in their respective region, along with an adapted training plan. 

  • Training of UNFD Collaborators: Conduct training on the mechanisms for managing and responding to gender-based violence (GBV) survivors. 

  • Training Reports: After each training session, a detailed report must be submitted, including an evaluation of progress made, participants' feedback, and necessary adjustments for future training sessions. 

  • Regional Action Plans: Each consultant must develop a region-specific action plan outlining strategies and activities for implementing the acquired knowledge and managing GBV cases. 

  • Follow-Up and Evaluation Reports: Periodic follow-up and evaluation reports will be required to measure the impact of interventions, identify challenges, and propose recommendations for the continuous improvement of the program. 

VII. Application Process

  • Professional references attesting to their expertise and experience in the field of GBV.

A rigorous selection process will be implemented to ensure the best candidates are chosen. This process will include an evaluation of the application files, interviews, and potential tests or presentations. 

Selected candidates will be contracted by Kaizen Company on behalf of UNFD. They will receive comprehensive orientation and continuous support throughout their assignment. 

Contractual terms, including remuneration, will be discussed individually with the selected candidates based on their experience and qualifications.
