Call for Nepali Experts (Potential Key Personnel): Technical Advisor, MEL/CLA Director, Director of Finance and Operations

Kaizen is seeking Nepali technical and operational experts for the anticipated USAID Nepal Better Health Activity in Nepal. The goals of this activity are to support the three tiers of governments to improve the health system, especially around improved governance, improve demand-side barriers and accountability of communities in the health system, and improve quality of health care services at the facility and community level. The activity will focus on improving quality of care for maternal newborn and family planning services, prioritizing marginalized communities. The support will complement the USAID Health Direct Financing Project, improve readiness of health facilities, and prepare the health system for the possible future health emergencies with increased coordination across three tiers of government.
Technical Advisors:
The Technical Advisors will provide technical advice on how to improve the Nepal health system, on health governance and improving health care services.
Qualifications:
- At least eight (8) years of experience working on maternal and child health projects.
- Demonstrated familiarity with USAID program.
- Proven experience designing and implementing health governance interventions aimed at improving health systems on both demand and supply side.
- Advanced degree in health policy, medicine, public health, or related fields.
- Fluency in English, required
- Fluency in Nepali, required
MEL/CLA Director:
The MEL/CLA Director will be responsible for all M&E and CLA for the Nepal Better Health activity. The Director will work closely with the project team to design and implement monitoring and evaluation systems and will be responsible for all learning deliverables under the activity.
Qualifications:
- Master’s degree in a related field
- At least eight (8) years of experience in designing, implementing, managing and analyzing the results of development projects.
- At least six (6) years of experience in performing monitoring and evaluation duties, with expertise in developing theories of change, results frameworks, and design and implementation of monitoring and evaluation plans.
- Must have demonstrated experience in preparing and supporting MEL reports to international development donors under supervision.
- Experience in knowledge management, sharing and learning. Familiarity with the USAID CLA Framework is a plus.
- Excellent adaptive skills: flexible and risk tolerant, curious and creative, comfort with ambiguity, uncertainty and adaptation.
- Excellent interpersonal skills.
- Fluency in English is required.
Director of Finance and Operations:
The Director of F&O will be responsible for management and compliance of all financial, operational, procurement and administration of the project. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID.
Qualifications:
- Masters’ degree in business administration, accounting, finance, or a related field.
- Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.
- Demonstrated familiarity with FAR, ADS, and other operational guidance.
- Proven experience leading start-up/close-out, and procurement for field-based, USAID-funded programs.
- Detail-oriented with strong organizational skills
- Fluency in English, required
- Fluency in Nepali, required
